建立健全节水制度政策体系,以法治方式和法治途径促进水资源节约集约高效利用,是新时期节水工作高质量发展的前提和基础。?节约用水条例?为依法依规强化节水工作提供了有力的法治保障。文章着眼于健全我国节水制度政策体系、提高节水制度政策刚性,分析了在?节约用水条例?框架下节水制度政策建设存在的问题及建设需求,结合工作实践,有针对性提出加快建立节水“三同时”等7项配套制度、强化取水许可管理等3项制度共10条意见建议,以期推动构建更加完备的节水制度政策体系,促进全社会节约用水。
Abstract：Establishing and improving the institutional and policy framework for water conservation through legal and regulatory means is fundamental to promote the economical, intensive, and efficient use of water resources in the new era. The Regulations on Water Conservationprovides a strong legal foundation for strengthening water-saving efforts in accordance'with the law. Focusing on enhancing the robustness and enforceability of Chinas water conservation policies, it analyzes the current challenges and practical needs in system development under the framework of theRegulations on Water Conservation. Based on implementation experience, the paper proposes 10 targeted recommendations, which include accelerating the establishment of 7 supporting systems including the “three simultaneous” water-saving system, and strengthening 3 key systems such as water intake permit management. These measures aim to foster a more comprehensive water conservation policy framework and promote a water-saving society across all sectors.
